The Tribute Tower. Once a sparkling monument to the Capitol’s might and a residence to rival even the most luxurious of Capitol apartments now stands a silent, empty sentinel to the human (and nonhuman) drama that once graced its halls. Here is where all Tributes were judged, weighed, and valued based on their skills and gumption. Here is where the innocent and the guilty of many walks were kept like pets, the opulence masking just how wicked a prison they were being held within.
Now it stands empty and cold. No longer needed in this time of war, where masks start to slip and a gilded cage is cast aside for a fortified kennel, more honest in its uses even if the Capitol media will still not call it what it is; the place where the dogs of war are kept.
But even dogs must be appeased and so a small group has been gathered - four escorts and three off-worlders - to set foot within the dusty halls and silent floors of the former Tribute Tower under the guise of allowing the off-worlders to retrieve items they’d left behind when the move was made. Clothing, trinkets, sponsor gifts and the like, all deemed safe to possess and therefore a method of appeasement as the war drags on.
The building has only the bare minimum of power. With the dam destroyed in District 5 and many other smaller plants no longer providing to the Capitol, electricity too has become the victim of rationing, and a large empty facility doesn’t need it so much as the residences or businesses in the rest of the city. They will not be watched here, the cameras dead eyes hidden in the walls. The Avoxes are gone too, leaving the Tower a husk of its former self. The visitors leave footprints in the dust as they traverse the building, left in perfect condition but simply abandoned.

OPENWhen rabbits are cornered by predators, they freeze. Some theories say they go blind from fright, too terrified to even see the escapes before their noses. This would be an apt description for Temple's current state, with her best friend labeled a traitor and the Peacekeepers more than willing to drag her son into the political mess of Mentorhood, but the paralyzing, myopia-inducing fear only constricts her ability to think, not to party. Not to hit the town with a child leashed to an Avox or shopping bags laden with enough goods to dress an entire District for a week. She's aggressively friendly if she meets you on the street, trailing her Avoxes behind her like a wedding train. Something about it is almost desperate, as if the doll-like facade that she so buries herself under is cracked and brittle and she's just trying to patch the leaks with her palms and her handshakes. She's liable to get your name wrong, since she's been drinking since six a.m. this morning, although these lapses in memory are the only indicator that she's that inebriated. Sometimes she just approaches people she knows and hands them a shopping bag of expensive wares, insisting that she was thinking of them as she was shopping and knew they had to have it. She does this especially to Tributes, although occasionally to other Staffers. Sometimes she cruises the local restaurants and clubs eyeing up those she might be able to take to bed with her with no concerns, no witnesses. Few people know as many blind spots in the Capitol as Temple Stevens, adulterous to a fault but discrete enough to never have anything caught on tape. There are, of course, clips of her kissing, canoodling, placing her hands in places that daytime airings of the Games would censor, but never anything enough to terminate a marriage on principle. Besides, there are enough open marriages in the Capitol that no one ever bothers to truly look twice at a District hussy in Capitol clothes. By the beginnings of most nights, she's bubbly, fashionable, charming and more than willing to buy friends and strangers alike a drink. By the end, she tends to be a bit more maudlin, still spending money haphazardly but less out of generosity and more as a prophylactic to feeling poor. Find her for company, or she'll find you. ( I know you've had a rough time, but here I come to hijack you. ) |

In part with the President’s wishes, the District children are not training or living in the same building, but rather, a refurbished old Tribute tower as was used in the days before Tributes were offworlders of vast number. Mentors, Escorts, and Stylists alike will need to travel to the new building to work with them, then travel back to see to their offworld Tributes. Public appearances are minimal so long as the Tribute is kept busy with training and private interviews. There is, however, a brief chance to meet a few of them before the arena, should you catch them on a visit to the offworlder’s tower, restricted to the main floor.
